Mollison’s Bureaucracy Hypothesis: If any idea can survive a bureaucratic review and can be implemented, it wasn’t worth doing.
Goofy guy’s extension of Mollison’s Bureaucracy Hypothesis: And if it isn’t worth doing, you can bet  an attempt to implement will occur.

Goofy guy’s proof of Soper’s Law: Department of Energy, Richland  (Washington) 1994-95. i have personal experience with that one and it was not pretty.
